French Finance Minister Bruno Le Maire said the measure could still be adopted as the "very last resort." It is "one of the options that remains on the table," he told journalists ahead of a meeting of EU finance ministers.

二つ目のパラグラフ中の“(last) resort”は、当然ですが、「リゾート/行楽地」のことではありません。resortは、ここでは「手段」を指し、last resortで「最後の手段」のことです。
resortには、「リゾート」の意味のほか、上記のように「頼みの綱」的な意味があります。また、動詞としてresort toとして、「to以下(force等)を用いる、に訴える」とする場合もあります。
ちなみにパラグラフを二つ引用したのは、最終手段として利用される“measure”を明確にするためです。
ロシアのSWIFTからの排除は決定したようですが。。。
